Perhaps obvious to someone else, but I'm not sure if once part of a sign or a weathervane or what, but I'd guess the pointing fingers on these two articulated, painted tin men in bowlers were meant to point toward something! Perhaps the round balls fists at the ends their other arms giving a clue? maybe part of a
